@The environment consciousness survey to the Hilosaki citizen is main contents. In that time I was belonging to the faculty of science earth science. Therefore, I was an utter amateur regarding the contents of the social engineering called the questionnaire survey. Also, there was not the graduation thesis of senior one that becomes a reference. There was no professor who takes the trouble of doing such advice that becomes a reference. It was the work of gropingly with the following example exactly. Therefore, several problems are seen to the questionnaire contents, when I triumph over it from now. However, this experience was the property without credit change for me.

@The questionnaire form that I distributed to the Hilosaki citizen are 2517 sheets. The collection rate was 70% near. Usually with the questionnaire survey to the citizen, the collection rate is 40% at most. We say that Hilosaki citizen's consciousness is high to the environmental problem. The various opinions were expressed to the questionnaires for 1753 people that was collected. The total work was the place, such a feeling that the conversation is produced with the citizen.

Abstract
@Today, the environmental problem is the target of a big interest even for citizen life. The reason is "the environmental problem in the earth scale" is to have come to collaborate with a daily life custom. Therefore, many citizens and consumer's union are thinking that they must renew the life style.

@Then, I examine the subject to the environmental problem that the Hilosaki citizen holds, whether what is produced for concrete action what kind of environmental problem make a familiar problem, in Hilosaki-city which is the town of sightseeing and apple and school and be recognizing about something.

@It is an important case when it announces the subject of the citizen, to know how much the citizen has the interest about, the environmental problem in the middle of the global environmental problems and life and be about to make an effort to where as concrete action. Thereupon, we did the consciousness survey to the Hilosaki citizen and also environmental problem intended for enterprises, to catch the present condition of the citizen. The purpose is to announce the recognition and request of the 3 enterprise with "the environment" "the living environment" "earth environment," and propose about the way of the desirable area environment in Hilosaki-city and to cause the role of the education publicity of some extent to the consciousness survey had. The distribution number and also survey period of the questionnaire form are as follows.

@I examine it about the result of the questionnaire survey that we did to Hilosaki citizen here. The interest is high in a low period layer about the environment. There are many opinions that do it that we should protect green and wild bird etc. actively among them. The interest is high in a high period layer about the living environment. They are intending the economy of electricity and water because usually. Also, there were many opinions that do it if they do not spare effort in a future environment measure.

Chapter 1. Background and Purpose of Waste Separate Collection and Recycling Policy Evaluation Research.
Since it comes to talk about the environmental problem in an earth scale, it is long. A waste problem can be mentioned as one of the environmental problems. Even if it tells a Waste problem to a mouthful, this problem is troublesome problems directly or indirectly in connection with various problems, such as mineral resources, energy resources and refuse disposal expense, and environmental load, the last disposal place, global warming and a living thing ecosystem that are emitted. Conversely, if it says, it can be said by solving a Waste problem that two or more of these various clue problems can be eased simultaneously.
Full enforcement of the Container Packaging Recycling Law was carried out from April, 2000 in Japan to solve these Waste problems. In connection with it, separate collection of waste and recycling of a resources thing came to be performed in many cities and villages. However, we donft know how effective is this policy, whether this policy is effective or not, because the day is too short from the policy was carried out. Then, in this research, Hilosaki-city is made into a case study city and it aims at evaluating waste separate collection and a recycling policy from the following five fields. 1) Waste collection 2) Saving-resources effect 3) Environmental loads 4) Environmental risk 5) Social expense
This researchfs features are the point of evaluating the policy which during after introduction does not have, the point of evaluating based on the newest survey data, and the point for a local city without the opportunity studied not much.

Chapter 2. Evaluation Seen from Amount of Waste Collection.
When the case where it is assumed that a conventional Waste collection policy was continued, and the Waste separate collection and the recycling policy which were newly introduced compare, curtailment of about 9300t of inflammable Waste, curtailment of about 7300t of nonflammable Waste, and the curtailment effect of about 2300t of metal Waste are acquired, and, as for the various amounts of Waste collection for [ of the 2000 fiscal year ] one year, about 18,000t, i.e., about 30% of Waste curtailment effect, is obtained in total. It counts upon the life of the last disposal place of Waste being prolonged twice [ about ] in connection with this. Moreover, as for a resources thing, about 6600t collection is expected in every year by having newly started collection of a resources thing.

Chapter 3. Evaluation Seen from Saving-Resources Effect.
As for the diesel of the track used on the occasion of collection conveyance of Waste by the curtailment effect of the amount of Waste collection, about 1,047 kL, i.e., about 14% of curtailment effect, are obtained in every year. The electric power spent in the case of Waste incineration processing -- every year -- 1,310,000 -- kwh, i.e., about 20.1% of curtailment effect, are expectable.
Moreover, the case where it evaluates by getting even into the recycling process of a resources thing -- amount of used electricity ? aluminum cans about 98%, steel cans about 35%, glass bottles about 95%, PET bottles about 68% -- the curtailment effect is acquired, respectively

Chapter 4. Evaluation Seen from Amount of Environmental Loads.
The amount of environmental loads emitted is guessed from the result of the reduction effect of the amount of Waste collection, and the saving-resources effect. Here, it is aimed at three, carbon dioxide (CO2), nitrogen oxide (NOx), and Sulfer oxide (SOx). Consequently, in every year, as for for carbon dioxide about 9100t, as for nitrogen oxide about 8.7t, as for Sulfer oxide 4.1t curtailment effect were expected. That is, each environmental load will be cut down about 20% in every year. Moreover, integration-ization of three environmental loads was tried by seasoning two or more environmental loads with the dignity coefficient in consideration of each danger. Consequently, the conclusion that about 20% of danger evasion effect was expected in every year was expected.

Chapter 5. Evaluation Seen from Environmental Risk.
According to the reduction effect of the amount of Waste collection, the amount curtailment effect of Waste reclamation to the amount curtailment of Waste incineration processings and the last disposal place is acquired. Here, it evaluates how many environmental loads discharged are reducible with these effects. As environmental load used as the candidate for evaluation here, copper (Cu), lead (Pb), zinc (Zn), cadmium (Cd), arsenic (As), and chromium (Cr) are taken up. The water pollution according [ the environmental load of the air pollution emitted into the atmosphere by the amount of Waste incineration processings ] at every year to the exudation water from about 20% of curtailment effect. And the last disposal place and the environmental load of soil pollution brought a trial calculation result from which about 40% of curtailment effect is acquired at every year.

Chapter 6. Evaluation Seen from Social Expense and benefit.
By carrying out the money conversion of the result obtained so far, social benefit obtained by Waste separate collection and the recycling policy is presumed. First, as items of social expense, 1) refuse-disposal expense 2) resources thing processing expense 3) last disposal place expense are mentioned. As a result of making a trial calculation about each, as for the refuse disposal expense curtailment effect is annual about 440 million yen, as for resources materials processing expense is increase of 210 million yen, as for the last disposal place expense is curtailment of 40 million yen. Totally, 270 million yen curtailment per year.
On the other hand, as benefit items, we can list up 1)the sale income of resources material 2) benefit for environmental load curtailment. The result as for the sale income of resources material is 30 million yen, as for the benefit for environmental load curtailment is 70 million yen, totally 100 million yen.
Social benefit expected by Waste separate collection and the recycling policy serves as abbreviation 380 million yen per year from the above thin. The amount of this money is about 0.6% of the annual general account budget of Hilosaki-city.

Chapter 7. Conclusion.
From the above result, it became clear that 20% to 40% of useful effect (mainly the curtailment effect) is acquired by enforcement of Waste separate collection and a recycling policy also in any of five fields. Therefore, when Waste separate collection and a recycling policy are evaluated for Hilsaki-city, this policy is very effective, we can say.
